CT State Library The CT State Library assists public libraries in Connecticut with the planning and funding of library building construction, remodeling, energy conservation, emergency preparedness, accessibility, and space planning. CT Library Buildings and Construction Grant Introduction This program provides grants for public library construction projects that create additional usable library space (i.e. new buildings, additions, and major alterations - known as Category #1 grants) and projects that improve existing space (i.e. accessibility, correcting building and fire code violations, emergency preparedness, remodeling, energy conservation, and maintenance (distressed municipalities) - known as Category #2 grants). Amount of the Grant For new grants after July 1, 2023, public library construction grants fund one-half of total project costs up to a maximum of $2 million or, for projects in a distressed municipality, up to eighty per cent of total project costs up to a maximum of $2 million. The minimum grant is $30,000, with a total project cost of $60,000.
