Overview

Counter-Trafficking Challenge Grant (CTCG)

Funder: Center for the Encouragement of Self-Reliance (CESR)

Background: CESR is a small private 501(c)(3) organization founded by the family of Dr. Doan L. Phung to encourage Vietnamese both inside and outside Vietnam to help themselves and their countrymen. In response to the suffering of unsuspecting young Vietnamese women and children being trafficked into modern day slavery, CESR established this $100,000 challenge grant to assist VA NGO members in fighting trafficking of Vietnamese nationals.

Purpose: The CTCG aims to assist and encourage projects that raise money and enlist volunteers to fight trafficking of unsuspecting Vietnamese into slavery for labor or sex exploitation. Projects may engage in:

  • Prevention of trafficking

  • Protection of victims

  • Prosecution of perpetrators

  • Work inside or outside of Vietnam
  • Geographic Scope: Inside or outside Vietnam

    Funding Mechanism: The $100,000 is deposited with the VANGO coordinating office and used to match funds raised by VA NGO members or collaborative organizations.

    Funding Priorities

    1. Influence decision makers inside Vietnam to establish and implement policies protecting Vietnamese nationals from trafficking
    2. Obtain support from international government, organizations and leaders to protect Vietnamese nationals from exploitation abroad
    3. Deliver direct services to vulnerable communities and victims
    4. Raise awareness at all levels about increasing risks of trafficking in Vietnam under the guise of labor export and individual freedom in marriage

    Award Levels

    Start-up Projects: Up to $5,000

  • For initiatives or groups not previously engaged in anti-trafficking work

  • At least 35% of total budget (including in-kind) must come from other sources outside CTCG

  • Projects must be completed within 12 months of award
  • Scale & Spread Projects: $5,001 to $25,000

  • For existing projects seeking to expand

  • At least 60% of total budget (including in-kind) must come from other sources outside CTCG

  • Projects (or service goals if in multi-year programs) must be completed within 24 months of award
  • Eligibility

    Who Can Apply:

  • Any individual, organization, or group affiliated with the VA NGO Network

  • Network membership is not required but priority given to members

  • Affiliation defined as: membership in the Network, fiscal sponsorship by member organizations, or collaborative projects/programs with Network members

  • Women groups and organizations from inside Vietnam are encouraged to connect and apply
  • Restrictions:

  • No organization will be given more than one award of each level in a 12-month period from date of first award

  • Collaboration among VA NGOs given high priority
  • Award Selection Process

    A review panel from the VA NGO Network receives and screens all applications. The panel passes confidential recommendations to the VA NGO Board of Directors, which makes award decisions on a quarterly basis in consultation with CESR. Only information on selected projects is made available.

    Additional Information

    Annual Effectiveness Prize: CESR also creates an annual Effectiveness Prize to acknowledge an individual or organization significantly effective in:

  • Preventing people from becoming trafficking victims

  • Protecting victims

  • Prosecuting perpetrator(s)
  • Timeline: Rolling basis. Funds disbursed throughout the year (quarterly) to respond to urgent needs, once matching funds identified.

    2. Complete all required sections
    3. Submit to VANGO Network coordinating office
    4. Applications reviewed by panel on quarterly basis
    5. Recommendations passed to VA NGO Board of Directors for final award decision
