Overview

The Connect Pilot Grant is designed to enhance broadband access through a partnership between NJ BPU and DCA, utilizing funds from the BEAD budget. It supports Public Housing Authorities (PHAs) in expanding their broadband services. Eligible PHAs can apply under two tracks: Track 1 for experienced PHAs aiming to innovate and assist Track 2 PHAs, and Track 2 for those new to broadband, focusing on developing project plans with technical support.

Purpose of Grant:
An MOU between NJ BPU and DCA to disburse funds from the BPU's Broadband Equity Access and Deployment (BEAD) budget. These funds will be used to fund a combination of broadband-related grants that meet the specific needs of residents while providing technical assistance to increase PHA's capacity to provide these services.
Allowable Costs:

Costs associated with the Connect Pilot Program as outlined in the RFP.
PHAs may apply for this program using one of two tracks:

Track 1: Focuses on PHAs with prior broadband experience that aim to expand or innovate programming and additionally agree to serve in a coaching and technical assistance role to Track 2 PHAs.
Track 2: Focuses on PHAs without prior broadband experience to support development of a broadband-related project plan with technical assistance support. After completing their project plan, Track 2 PHAs may apply for future implementation funding.
