Clean Vehicle Assistance Program (CVAP)

Geographic Scope: California statewide, with highest concentrations in Los Angeles (30%), Orange (14%), San Diego (9%), Riverside (6%), and San Bernardino (5%) counties

Program Overview:
The Clean Vehicle Assistance Program made environmentally friendly vehicles accessible and affordable to income-qualified Californians. Over six years of operation (2018-2024), the program:

  • Received 34,827 applications from qualified individuals

  • Funded 5,016 vehicle grants totaling over $25 million on a first-come, first-served basis

  • Established partnerships with over 450 new and used car dealerships across local, regional, and state levels

  • Funded $5,825,270 in charging station solutions including 389 Charge Cards, 1,749 Charge Cards with Portable EV Chargers, 883 EV Chargers, and 113 Portable EV Chargers
  • Eligibility:

  • Low-income California residents

  • Interested in purchasing or leasing new or used plug-in hybrid, fuel cell, or electric vehicles
  • Award Details:

  • Grants: $2,500 - $5,000 per vehicle purchase/lease

  • Financing: Low-interest auto loans capped at 8% interest through Beneficial State Bank (non-predatory rates)
