Community Foundation of Howard County The Community Foundation of Howard County (CFHC) is a 501(c)(3) nonprofit public charity with the goal of improving the quality of life in Howard County, primarily through endowment building and coordinated grant-making services. Scholarships The Community Foundation of Howard County works with local philanthropists to provide scholarships to Howard County students who show exceptional promise. Each scholarship is uniquely designed to meet the donors eligibility requirements. Carlessia Hussein Minority Scholarship There is up to $25,000 available, approximately $350 per summer enrichment opportunity per applicant, to African American, Latino or Native American males who are enrolled in a Howard County public middle school. Funds cover the costs of tuition associated with participating in “qualified programs” that provide opportunities to gain knowledge, skills and unique experiences to enable them to successfully complete school and become life‐long leaders in their community. Qualified Programs A list of programs a candidate could consider is available on our website. However, candidates are encouraged to explore summer enrichment opportunities and select one that best meets their interests. A qualified program must meet the following criteria: Be determined as charitable under Section 501(c)(3) of the Internal Revenue Code or other entities that meet IRS charitable guidelines;Be delivering services and programs that encourage leadership, academic achievement, character development, expand problem‐solving skills and/or engender a sense of community; andBe providing programs and services to the intended beneficiaries without discrimination on the basis of race, color, gender, national origin, religion, disability, medical condition, marital status, sexual orientation, gender identity, veteran or military status, pregnancy, ancestry, age or any other characteristic protected by federal, state, county or local laws, regulations or ordinances. Students that have previously received this scholarship, and continue to meet eligibility criteria outlined above, are encouraged to reapply.
