California Advanced Services Fund: Broadband Public Housing Account Grant

The California Advanced Services Fund's Broadband Public Housing Account Grant aims to provide funding for the development of broadband networks that deliver free internet services to low-income residents. Eligible projects include publicly supported housing and mobile home parks lacking access to broadband. Grants finance up to 100% of installation costs, ensuring that underserved communities receive high-quality internet access, which is essential for education, employment, and social connectivity.

NOTE: Applications may be submitted at any time. However, staff will consider applications submitted on or before each deadline listed below as a batch. To be considered in that timeframe, applications must be received on or before the following dates  January 1, 2026 , July 1, 2026, and so on until funds are exhausted.
Purpose
The basis of the California Advanced Services Fund (CASF) Broadband Public Housing Account is to provide grants and loans to finance projects to build broadband networks offering free broadband service for residents of low-income communities.
The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.
