Funding Source Description

This funding is provided through the federal Violence Against Women Act (VAWA SASP) Formula Grant Program, administered by the U.S. Department of Justice, Office on Violence Against Women, and passed through the Illinois Criminal Justice Information Authority (ICJIA). VAWA funds support coordinated community responses to domestic violence, sexual assault, dating violence, and stalking by funding victim services, law enforcement, prosecution, and court-based initiatives.

Indirect Cost Description

Indirect costs are allowable under this program for organizations with a federally negotiated rate, state negotiated rate, or an approved de minimis rate of up to 15% of modified total direct costs (MTDC). Applicants must have an approved indirect cost rate election on file in the GATA Grantee Portal to claim indirect costs. Indirect costs must be necessary, reasonable, and allocable to the administration of the program..

State Award Notices

The ICJIA Budget Committee is anticipated to review and approve funding designations in June 2026. Following approval, ICJIA will issue a Notice of State Award (NOSA) and grant agreement to successful applicants. The NOSA will outline any specific conditions resulting from pre-award risk assessments and must be accepted through the GATA Grantee Portal. The NOSA does not authorize the grantee to begin performance or incur costs until a fully executed grant agreement is in place.

• Equal Employment Opportunity and Civil Rights Certification
• Lobbying and Debarment Certification

Administrative and National Policy Requirements

In addition to implementing the funded project consistent with the approved project proposal and budget, agencies selected for funding must comply with applicable grant terms and conditions and other legal requirements, including the 34 U.S.C. § 20124, GATA, and the U.S. Department of Justice Grants Financial Guide.

Additional programmatic and administrative special conditions may be required.

Recipients must submit periodic financial reports, periodic performance reports, final financial and final performance reports, and, if applicable, an audit report in accordance with the 2 CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.

Applicant Eligibility Information

Before applying for any grant, all entities must be registered through the Grant Accountability and Transparency Act (GATA) Grantee Portal at www.grants.illinois.gov/portal. Registration and pre-qualification are required annually. During pre-qualification verifications are performed including a check of the federal SAM.gov Exclusion List and status on the Illinois Stop Payment List. The GATA Portal alerts entities of “qualified” status or informs how to remediate a negative verification (e.g., missing UEI Unique Entity Identifier assigned on sam.gov, not in good standing with the Secretary of State). Inclusion on the SAM.gov Exclusion List cannot be remediated.

Beneficiary Eligibility Information

To provide intervention, advocacy, accompaniment, support services, and related assistance to: 1. Adult, youth, and child victims of sexual assault. 2. Family and household members of such victims. 3. Those collaterally effected by the victimization, except by the perpetrator of such victimization.

Additional Eligibility Information

Applicants are also required to submit a financial and administrative risk assessment utilizing an Internal Controls Questionnaire (ICQ) for state fiscal year 2027 before April 13, 2026, and obtain approval from their cognizant agencies before execution of the grant agreement. Delay in obtaining ICQ approval will result in a delay in grant execution.
