Texas Education Agency The Texas Education Agency is the state agency that oversees primary and secondary public education. It is headed by the commissioner of education. The Texas Education Agency improves outcomes for all public school students in the state by providing leadership, guidance, and support to school systems. The Texas Education Agency (TEA) administers federal and state grant awards to its subgrantees to carry out a program. Such entities include primarily school systems (referred to as local educational agencies [LEAs] in statutes), including independent school districts and charter schools; education service centers (ESCs); and, to a lesser degree, institutions of higher education (IHEs), nonprofit organizations (NPOs), and other statutorily allowable organizations. Teacher Time Analysis and Supports Pilot Year 1 Grant Program Description The Teacher Time Analysis and Supports (TTAS) Initiative is a three-phased process leading teachers and district and campus leaders to understand constraints placed on teachers’ workload and develop and execute a plan to relieve those constraints, making it more viable to sustain effective teachers. The TTAS Initiative will provide technical assistance to a group of school systems that will complete a three-phased process to conduct inquiry into needs and causal systems of teacher time use, including broader operational policies, practices, and methods for resource allocation, leading teachers and district and campus leaders to understand constraints placed on teachers’ workload and develop a plan to relieve those constraints, making it more viable to sustain effective teachers. Then use the results to implement ambitious changes that enhance student learning and improve teacher working conditions in their schools. The TTAS Initiative supports districts with data to help identify areas of need within the Effective Schools Framework (ESF). It can help districts to understand the best lever to start within the Effective District Framework (EDF).Eligibility
