Small Government Program (Round 39) - FY 2026

The purpose of this program is to provide a second chance to villages and townships in unincorporated areas with populations of fewer than 5,000 that are not funded at the district level to receive funding for new infrastructure or the expansion, repair, or replacement of existing infrastructure. Infrastructure must be village- or township-owned. Eligible infrastructure types include roads, bridges, culverts, water, wastewater, stormwater, and solid waste. Eligible applicants are villages and townships in unincorporated areas with populations of fewer than 5,000.

For projects involving multiple jurisdictions, the application must be submitted under a single lead applicant and include a cooperative agreement signed by all participating jurisdictions.

• Financial Details: A total of $20 million is available to support grants and loans through this program. Grants may be up to $500,000; any assistance must be in the form of a loan provided at zero percent interest.

Funding decisions will be made on May 8, 2025.

Construction contingency costs are limited to 10 percent; however, inflationary amounts are not permitted.

Funds may not be used as supplemental assistance for projects previously funded by the funding agency.

For FY 2025, 64 projects were approved for funding through this program. For FY 2024, 51 projects were approved for funding. For FY 2023, 70 projects were approved for funding. Refer to the Award folder for additional information.
