Overview

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program assists states, tribal, and local governments to develop and implement substance use disorder (SUD) treatment programs in state and local correctional and detention facilities and to create and maintain community-based aftercare services for offenders.

Program Types:

  • Residential SUD treatment programs (6-12 months in prisons; minimum 3 months in jails)

  • Jail-based SUD treatment programs including medication-assisted treatment (MAT)

  • Aftercare services (case management, recovery support services, housing, employment training)
  • Requirements:

  • Minimum 10% of state allocation to local correctional/detention facilities

  • Random drug testing required

  • Therapeutic community establishment

  • Federal share cannot exceed 75%; 25% match required (cash or in-kind)
  • Eligible Applicants: States, tribal governments, and local governments
