Lead Entity Services for Underserved Areas and Victim Groups

The Illinois Criminal Justice Information Authority (ICJIA) is a state agency dedicated to improving the administration of criminooal justice. ICJIA brings together key leaders from the justice system and the public to identify critical issues facing the criminal justice system in Illinois, and to propose and evaluate policies, programs, and legislation that address those issues. The statutory responsibilities of ICJIA fit into four areas: grants administration, research and analysis, policy and planning, and information systems and technology.

The federal Violence Against Women Act (VAWA) was passed for the purpose of providing federal resources to encourage community-coordinated responses to combating domestic violence and sexual assault crimes against women.

ICJIA is the state agency charged with the administration of the Illinois’ VAWA Formula Grant Program.

The federal Services, Training, Officers, and Prosecutors (STOP) VAWA Formula Grant Program requires each state to distribute their grant funds each year as follows:

• Victim services programs: 30%
• Law enforcement: 25%
• Prosecution: 25%
• Discretionary: 15%
• State or local courts: 5%

As part of the recommendations established by the Victim Services Planning Committee in 2026, enhancing victim safety and providing access to services for underserved communities is a priority. To fulfill this priority, ICJIA made available $1,410,000 in VAWA grant funding for underserved areas and victim groups. The victim services portion of available VAWA funds allocated to the State will be made available to lead entities that provide services victims of domestic violence or sexual assault.

Funding Source Description

This funding is provided through the federal Violence Against Women Act (VAWA) STOP Formula Grant Program, administered by the U.S. Department of Justice, Office on Violence Against Women, and passed through the Illinois Criminal Justice Information Authority (ICJIA). VAWA funds support coordinated community responses to domestic violence, sexual assault, dating violence, and stalking by funding victim services, law enforcement, prosecution, and court-based initiatives.

Indirect Cost Description

Indirect costs are allowable under this program for organizations with a federally negotiated rate, state negotiated rate, or an approved de minimis rate of up to 15% of modified total direct costs (MTDC). Applicants must have an approved indirect cost rate election on file in the GATA Grantee Portal to claim indirect costs. Indirect costs must be necessary, reasonable, and allocable to the administration of the program..

State Award Notices

The ICJIA Budget Committee is anticipated to review and approve funding designations in June 2026. Following approval, ICJIA will issue a Notice of State Award (NOSA) and grant agreement to successful applicants. The NOSA will outline any specific conditions resulting from pre-award risk assessments and must be accepted through the GATA Grantee Portal. The NOSA does not authorize the grantee to begin performance or incur costs until a fully executed grant agreement is in place.

Administrative and National Policy Requirements

In addition to implementing the funded project consistent with the approved project proposal and budget, agencies selected for funding must comply with applicable grant terms and conditions and other legal requirements, including the 34 U.S.C. § 20124, GATA, and the U.S. Department of Justice Grants Financial Guide.

Additional programmatic and administrative special conditions may be required.

Recipients must submit periodic financial reports, periodic performance reports, final financial and final performance reports, and, if applicable, an audit report in accordance with the 2 CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if reports are delinquent.

Applicant Eligibility Information

Eligible applicants are state domestic violence or sexual assault coalitions with demonstrated experience providing services to victims of domestic violence or sexual assault and the capacity to administer and monitor subawards. Applicants must be pre-qualified and in “Good Standing” in the Illinois Grant Accountability and Transparency Act (GATA) Grantee Portal at the time of application.

Beneficiary Eligibility Information

Eligible beneficiaries are victims of domestic violence or sexual assault in underserved areas or populations facing barriers to accessing services.

Credentials Documentation Eligibility Information

Applicants must demonstrate organizational eligibility and capacity by maintaining pre-qualified status in the Illinois Grant Accountability and Transparency Act (GATA) Grantee Portal, including verification of SAM registration and a valid Unique Entity Identifier (UEI). Nonprofit applicants must provide proof of tax-exempt status (501(c)(3) determination letter, if applicable). Applicants must also submit a draft Memorandum of Understanding and letters of support as part of the application.
