Institute to Innovate (i2i) Capacity Building and Violence Prevention Grant Program

The Illinois Criminal Justice Information Authority (ICJIA) is making funding available through the Institute to Innovate (i2i) Capacity Building and Violence Prevention Grant Program to strengthen community-based organizations working to prevent violence and improve public safety throughout Illinois.

Community-based organizations, including locally rooted grassroots organizations, possess trusted relationships, community knowledge, and experience responding to local needs. Many smaller or emerging organizations, however, operate with limited staff, administrative support, financial infrastructure, technology, and access to organizational-development resources. These challenges can affect an organization’s ability to manage public funding, deliver consistent services, demonstrate results, and sustain its work.

Through this opportunity, applicants may propose projects that focus on:

  • Capacity Building Activities;
  • Violence Prevention Activities; or
  • Combined Capacity Building and Violence Prevention Activities.

Organizations selected for funding will also participate in the i2i support model, which includes individualized coaching, technical assistance, professional development, and organizational support. The combination of financial investment and developmental support is intended to strengthen organizational effectiveness, improve violence prevention services, and promote long-term sustainability.

Applicants may request up to $250,000 for approved activities conducted during the Period of Performance.

Funding Source Description

A total of up to $3,000,000 in State of Illinois funding is available through this Notice of Funding Opportunity. Applicants may request up to $250,000 in grant funding. Grant agreements resulting from this opportunity are contingent upon and subject to the availability of appropriated funds.

Indirect Cost Description

In order to charge indirect costs to a grant, the applicant organization must have an annually negotiated indirect cost rate agreement (NICRA).

There are three types of NICRAs:
a) Federally Negotiated Rate. Organizations that receive direct federal funding, may have an indirect cost rate that was negotiated with the Federal Cognizant Agency. Illinois will accept the federally negotiated rate. The organization must provide a copy of the federally NICRA.
b) State Negotiated Rate. The organization may negotiate an indirect cost rate with the State of Illinois if they do not have a Federally Negotiated Rate. If an organization has not previously established in indirect cost rate, an indirect cost rate proposal must be submitted through the GATA Grantee Portal no later than three months after receipt of a Notice of State Award (NOSA). If an organization previously established an indirect cost rate, the organization must annually submit a new indirect cost proposal through the GATA Grantee Portal within six months after the close of the grantee’s fiscal year.
c) De Minimis Rate. An organization that has never negotiated an indirect cost rate with the Federal Government of the State of Illinois is eligible to elect a de minimis rate of 15% of modified total direct cost (MTDC). Once established, the De Minimis Rate may be used indefinitely. The State of Illinois must verify the calculation of the MTDC annually in order to accept the De Minimis Rate.

All grantees must complete an indirect cost rate negotiation or elect the De Minimis Rate to claim indirect costs. Indirect costs claimed without a negotiated rate or a De Minimis Rate election on record in the GATA Grantee Portal indirect cost rate system may be subject to disallowance.

Limitations on indirect costs restrict the amount and/or type of indirect costs that are allowed to be charged to grant awards. Indirect cost limitations and restrictions must be clearly stated in this section. For example, the grant award may be subject to state and federal statutory requirements that limit the allowability of costs. The maximum amount allowable under a limitation cannot exceed the total amount under the NICRA. State and federal statutes may restrict the amount of salary that can be charged to a grant award, if the base salary exceeds the Federal Executive Level II Pay Scale. If additional statutory restrictions or limitations are imposed, such as parameters for direct administrative costs, facility costs, and indirect administrative cost levels, those restrictions or limitations must be stated in this section. The statutory reference or guidance imposing the indirect cost limitation or restriction must also be stated within this section.

Grantees have discretion not to claim payment for indirect costs. Grantees that elect not to claim indirect costs cannot be reimbursed for indirect costs. The organization must record an election to “Waive Indirect Costs” into the GATA Grantee Portal.

Indirect Cost election must be completed annually, for every entity’s fiscal year.

State Award Notices

The ICJIA Budget Committee is scheduled to consider funding recommendations on October 8, 2026. Following the Budget Committee’s decision, applicants will receive written notification through AmpliFund regarding the status of their application. Selection for funding does not constitute a final grant award or authorization to begin project activities.

Before a grant agreement can be executed, selected applicants must maintain active GATA registration and prequalification; complete the Internal Controls Questionnaire for the applicable State fiscal year; complete any required programmatic risk assessment; and submit any revised budget, scope of work, performance measures, certifications, or other documentation requested by ICJIA.

Grant awards are not final until the grant agreement has been fully executed by ICJIA and the selected applicant.

Administrative and National Policy Requirements

Organizations selected for funding must implement the approved project in accordance with the executed grant agreement, approved scope of work and budget, applicable Illinois law, GATA, the Uniform Guidance as adopted by the State of Illinois, and all applicable ICJIA policies and requirements.

Funded organizations must comply with applicable requirements concerning financial management, procurement, conflicts of interest, nondiscrimination, record retention, monitoring, audits, confidentiality, data security, and the safeguarding of participant information.

Based on fiscal, administrative, or programmatic risk assessments, ICJIA may impose additional specific conditions on an award.

Reporting

Funded organizations must submit:

  • Monthly financial reports documenting grant expenditures;
  • Quarterly performance reports describing activities, progress toward approved performance measures, individuals served, accomplishments, implementation challenges, and corrective actions, as applicable;
  • Final financial and performance reports within 30 calendar days after the end of the Period of Performance, unless ICJIA establishes another deadline; and
  • Annual audit or financial-reporting documentation when required under GATA, the Uniform Guidance, or the grant agreement.

Failure to submit complete and timely reports may result in delayed or withheld payments, additional grant conditions, suspension of grant activities, or other remedies permitted under the grant agreement.
