Overview
The Homeland Security Grant Program is a federal program administered by FEMA consisting of three sub-programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), and Operation Stonegarden (OPSG). These grant programs fund preparedness activities including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas. Pass-through funding is made available by the State Administrative Agency (SAA) to eligible sub-recipients as sub-grants.
Eligibility: Local units of government, combinations of local units, tribal government, school districts, councils of government, institutions of higher education, non-profit organizations, and state agencies (to administer projects benefiting local entities).
