Overview

Delaware Community Foundation Each year, the DCF awards millions of dollars in grants to support the work of nonprofits addressing Delaware’s greatest needs and opportunities, with an eye to building opportunity and advancing equity. Most DCF grants are from donor advised funds. Nonprofits are invited to apply for the grant opportunities on this page, including the DCF’s Community Impact Grants, which are funded by generous donors who believe in our work to build opportunity and advance equity in Delaware. Highmark BCBSD BluePrints Small grants will support health-related projects, programs and supportive services. Preference is given to programs that fit BluePrints for the Community priority areas. The community priority areas are: increasing access to health care for uninsured/underserved, reducing health disparities in minority communities, supporting early childhood development with initiatives focused on health, recruiting and training health care professionals and addressing social determinants of health. Grants are reviewed on a rolling basis with decisions announced to applicants at the beginning of each month. Small Grants cannot exceed $50,000.

Eligibility

Grants may be used to initiate effective health programs and services or expand existing services that offer viable solutions. To be eligible for a SMALL grant, an organization must meet the following criteria:Be a 501c3 Public Charity as designated by the Internal Revenue Service OR Eligible Government Agency that provides public services and does not generate revenue (i.e. libraries, parks, public school districts; not the office of Management & Budget or the Division of Revenue).Be located and operate in the state of Delaware with the majority of the program/project administered in Delaware (DE). Organizations not located in DE are eligible to apply if the requested funds are used solely for a program/project being administered in DE.Organizations with an active BluePrints for the Community standard or special grant are eligible to apply for this opportunity as long as the request is for a program/project that is different than the other active proposal. In addition to, the progress report requirement being fulfilled with an active grant. Please ensure you have complied with the grant agreement requirements prior to application submittal.Agencies receiving DCF grants must serve the state of Delaware and its residents without discrimination based on race, religion, gender, age, disability, national origin, or sexual orientation.Allowable Costs Include:Salary - grant funds may be used to cover salaries for project-related employees, but cannot be used to pay salary costs for employees who are already employed full time. Exceptions may be made in circumstances where a specified position is supported primarily by grant funds and the applicant can demonstrate that the requested funds would replace existing grant funds.Consultant feesMaterials and supplies (e.g. office supplies, health-related materials)Printing and travel that are reasonable and necessary for program/project implementationIndirect costs cannot exceed 10% of total costs

We do not support:IndividualsNon-501(c)3 nonprofit organizationsPurchase of office equipment, furniture, or electronicsSports clubs, leagues, or facilitiesPurchase of vehicles (i.e., mobile machines that transport people or cargo)EndowmentPublic or tuition-based educational institutionsDebt reductionReligious organizations for sectarian purposes (However, projects that serve the entire community, regardless of religious affiliation, are eligible for support.)Annual fundraising campaigns or general operating expensesProjects completed before June of the current yearSpecial eventsFundraising entities for programs and organizations that are primarily supported through public funding (e.g. schools, parks, libraries)Not Allowable Costs Include (these items should not be included in the grant budget request):Salary costs for staff who are already employed full-time by their organization (see exceptions above)Construction, alteration, maintenance of buildings or building space, unless essential to program/project implementationDues for organizational membership in professional societiesAwards for individualsBillable services provided by physicians or other providersPermanent equipment (e.g. computers, video monitors, software printers, furniture) unless essential to program/project implementation and not available from other sourcesEducational materials from non-BCBSD sources if comparable materials are available from BCBSD
