FY26 Ohio Workforce Mobility Partnership (OWMP) Program
The purpose of this program is to support transit-related projects in rural and urban areas that will directly or indirectly increase the ease and efficiency by which they can transport resident workforce members to economically significant employment centers or to places of employment both inside and outside of their resident community. For the purposes of this program, an economically significant employment center is defined as a single site, multiple adjoining sites, or a business park where the employers located at the site or park employ not less than 250 full-time employees who work onsite.

- Financial Details: The OWMP Program was reestablished in Section 620.10 of Ohio House Bill 54. Through this act, $13.5 million is made available each State Fiscal Year for 2026-2027 to support projects in the rural and urban areas of Ohio that easily and efficiently transport resident workforce members to economically significant employment centers or to places of employment outside of their resident community. Through the authority granted in Section 620.10 of Ohio House Bill 54, the ODOT is authorized to administer the OWMP Program through the creation and oversight of grant applications, evaluation of applications received, and overall award processes.
