FY26 Adult Education and Literacy Basic Grants - Federal and State
This Notice of Funding Opportunity is offered to solicit Renewal Applications from currently ICCB Title ll funded programs that work to achieve the purpose of Title II of the Workforce Innovation and Opportunity Act (WIOA) of 2014, which is to create a partnership among the federal government, states, and localities to provide, on a voluntary basis, adult education and literacy services, in order to:
1. assist adults in becoming literate and obtain the knowledge and skills necessary for employment and self-sufficiency.
2. assist adults who are parents or family members in obtaining education and skills that a. are necessary to become full partners in the educational development of their children; and b. lead to sustainable improvements in the economic opportunities for their family;
3. assist adults in attaining a secondary school diploma and in transitioning to postsecondary education and training, including through career pathways.
4. assist immigrants and other individuals who are English language learners in:
a. improving their: reading, writing, speaking and comprehension skills in English, mathematics skills.
b. acquiring an understanding of the American system of Government, individual freedom, and the responsibilities of citizenship.
Note: This Notice of Funding will provide AEFLA funding for State Fiscal Year 2026(SFY26) to carry out the following programs under WIOA Title II:
(1) Adult Education and Literacy Activities (Section 231)
(2) Adult Education in Correctional Institutions (Section 225). Required deliverables, allowable activities, performance measures, and requirements for submitting a Request for Proposal for one or both of the aforementioned programs are described throughout this NOFO.
All funding is contingent on State and Federal appropriations for SFY26. This NOFO and its provisions apply to current Title ll programs funded through the AEFLA competition for the initial year of 2025 and the renewal year of 2026. Federal and State funds are braided to support these programs. Funding for each program is described below: Adult Education and Literacy (Section 231): Federal Basic and State Basic and Performance. Adult Education in Correctional institutions (Section 225): Federal Basic and Sate Basic and Performance.

Indirect Cost Description
Federal regulation limits administrative costs at up to 5% of the total Federal award. Local administrative costs for AEFLA are defined in WIOA Sec 233. These include indirect cost and several direct costs for planning, administration (including performance and accountability), professional development, activities in alignment with local workforce plans, and supporting one-stop operations. These in aggregate cannot exceed 5%.

Applicant Eligibility: Formula grants are made to designated eligible State agencies that under State law are responsible for administering or supervising statewide policy for adult education and literacy, including such entities as State educational agencies (SEAs), postsecondary agencies, or workforce agencies. State awarding agencies must provide direct and equitable access to: local educational agencies; public or private nonprofit agencies; community-based organizations of demonstrated effectiveness; institutions of higher education; volunteer literacy organizations of demonstrated effectiveness; libraries; public housing authorities; nonprofit institutions not described above that have the ability to provide literacy services to adults and families; and consortia of the entities described above.
Beneficiary Eligibility: Adults and out-of-school youths who are 16 years of age and older, who are not enrolled or required to be enrolled in secondary school under State law, and who lack sufficient mastery of basic educational skills to enable them to function effectively in society or do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent level of education, or are unable to speak, read, or write the English language.
Credentials Documentation: Certification required. The State plan must include a certification from a State official that all provisions and amendments thereto are consistent with WIOA
