FY 27 Senior Health Assistance Program - BAA Reimbursement

Tobacco Settlement Recovery Funds and federal grants funds have been earmarked for the Department to provide educational outreach and enrollment/application assistance on Medicare Part D drug plans, Social Security's Extra Help, Medicare Savings Programs, Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride, and the Secretary of State's License Plate Discount Program through the network of Area Agencies on Aging and local service providers.

The Benefit Access Application grant funds are to be used for the following purposes:

1. Provide information and assistance services for the completion of applications relating to the Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride and the Secretary of State’s License Plate Discount Program.

2. Provide technical assistance on applications relating to the Seniors Free Transit Ride, Persons with Disabilities Free Transit Ride and the Secretary of State’s License Plate Discount Program.

State Award Notices

A Notice of State Award (NOSA) shall be sent to each successful applicant using the GATA web portal. A Uniform Grant Agreement shall be sent to the Grantee once the awarded entity has signed the NOSA. The NOSA shall include estimated project start date, as well as any programmatic and financial special conditions.

Administrative and National Policy Requirements

The NOSAs shall include all necessary information regarding terms, conditions, and additional requirements of the resulting grants.

Reporting

The Grantee shall submit the number of submitted Benefit Access Applications on line one of their quarterly SHAP/MIPPA Program Reports, which is due on the following dates:

• October 31, 2026, for activities that occurred from July 1, 2026 - September 30, 2026.
• January 31, 2027, for activities that occurred from October 1, 2026, through December 31, 2026.
• April 30, 2027, for activities that occurred from January 1, 2027, through March 31, 2027.
• July 31, 2027, for activities that occurred from April 1, 2027, through June 30, 2027.
