City of San Bernardino Owner Occupied Housing Rehabilitation Loan Program

Overview: A forgivable second mortgage loan program designed to assist income-eligible homeowners in the City of San Bernardino improve living conditions and meet the City's health and safety code requirements while extending the life of their homes.

Award Amount: Up to $30,000 forgivable loan

Geographic Scope: City of San Bernardino, California (within city limits only)

Income Eligibility: Households at or below 80% of Area Median Income

  • 1 person household: $36,150 maximum annual income

  • 2 person household: $41,300

  • 3 person household: $46,450

  • 4 person household: $51,600

  • 5 person household: $55,750

  • 6 person household: $59,900

  • 7 person household: $64,000

  • 8 person household: $68,150

  • (FY 2017 HUD Income Limits, subject to change)

    Eligible Property Types:

  • Owner-occupied single-family detached dwellings

  • Townhomes

  • Condominiums

  • Located within San Bernardino city limits
  • Eligible Repairs and Improvements:

  • Interior/exterior painting

  • Plumbing

  • Electrical

  • Roofing

  • Heating

  • Structural issues (foundation)

  • Landscaping

  • Driveway repair/replacement

  • Bedroom/bathroom additions to relieve overcrowding

  • ADA improvements

  • Energy efficiency upgrades

  • Health and safety, building code, and accessibility repairs

  • General property-related repairs
  • What Is NOT Covered:

  • Luxury improvements/repairs
  • Loan Terms:

  • Type: Deferred payment loan (second mortgage)

  • Term: 10 years

  • Interest Rate: 0% (zero percent)

  • Forgiveness Schedule: Beginning year 6, 20% of loan forgiven annually

  • Security: Promissory Note and Deed of Trust
  • Repayment Triggers (loan due and payable if):

  • Homeowner sells the property

  • Homeowner no longer occupies property as permanent residence

  • Homeowner transfers title

  • Homeowner refinances without City approval

  • Homeowner fails to maintain property in decent, safe, sanitary condition

  • Primary mortgage falls into default or foreclosure
  • Other Requirements:

  • Homeowner must maintain flood and fire insurance for duration of loan

  • Funding provided on first-come, first-serve basis

  • Occupants not eligible for temporary relocation benefits unless health/safety threats determined by City

  • All repairs performed by qualified, licensed, insured contractors with valid City business registration
