Overview

Increasing access to essential goods and services in downtown or main street districts as well as other non-residential buildings in the community, this program funds the removal of architectural barriers that restrict the accessibility or mobility of elderly or severely disabled adults. Community Development Block Grant (CDBG) funding is one of the few non-local public resources available to help pay for ADA Improvements in public and private buildings. $500,000 has been allocated for the ADA Improvement Program in 2024. Communities can receive up to $50,000 per building, or up to $200,000 for a city-wide project. Administration costs are limited to $10,000 for a single building, or $20,000 for a city-wide project.

Eligibility

All incorporated cities or counties in Kansas that do not receive an annual CDBG entitlement allocation from HUD are eligible to apply to the Kansas CDBG program. This program funds projects to increase access to essential goods and services in downtown or main street districts as well as other non-residential buildings in the community. Eligible expenses include:Removal of physical architectural barriers that restrict the accessibility or mobility of elderly or severely disabled adults.Costs for and installation of eligible improvements which could include automatic doors, ramps, and chair lifts.Architectural design for projects.Administration costs for grant funds.Projects must benefit low-to-moderate income households.At least 25% matching funds required.

Ineligibility

The following communities receive entitlements and are ineligible to participate in the state program: Kansas City, Lawrence, Leavenworth, Manhattan, Overland Park, Topeka, Wichita, and all of Johnson County.A city or county will be deemed ineligible if it has an open CDBG project that needs a time extension or the open project has exceeded the original contract end date.
