Underutilized Properties Program (UPP)

Program Purpose: Funds projects that will improve, rehabilitate or redevelop blighted, abandoned, vacant or underutilized properties to achieve the public purposes of:

  • Eliminating blight

  • Increasing housing production

  • Supporting economic development projects

  • Increasing the number of commercial buildings accessible to persons with disabilities

    • Eligible Project Types:

  • Planning and feasibility studies

  • Construction projects

  • Interior remediation and structural stabilization

  • Accessibility and code compliance work

  • Fire/life safety improvements

  • Interior fit and finishes

    • Eligible Applicants:

  • Public entities

  • Nonprofit organizations

  • Private developers

  • Cities and municipalities
