Overview

Housing Catalyst Fund

Purpose: Pre-development funding initiative to support workforce housing projects throughout La Plata County by covering early-stage costs that often create roadblocks to project development.

Geographic Scope: La Plata County, Colorado (including Durango, Cortez, Dolores, Dove Creek)

Focus Areas:

  • Feasibility studies

  • Environmental assessments and studies

  • Site preparation

  • Market studies

  • Surveys

  • Legal fees

  • Infrastructure replacement projects

  • Mobile home park preservation
  • Eligibility:

  • Projects must commit to providing below-market housing units

  • For projects using state and federal subsidies: minimum 25% of available units as below-market

  • For projects using private or local funds: must describe how many units can be set aside as below-market

  • Projects must demonstrate readiness to proceed

  • Projects should be planning to apply for state resources within 12 months
  • Below-Market Housing Definition:

  • Rental housing: Rents affordable to households earning less than 140% AMI

  • For-sale housing: Available to households earning less than 160% AMI

  • Affordability calculations follow HomesFund's annual AMI chart and City of Durango's Fair Share program standards
  • Funding History:

  • Round 1 and Round 2 completed
