Background

Brigadier General Henry J. Reilly was ROA's first president and an artillery officer who commanded an infantry brigade in the 42nd "Rainbow" Infantry Division in World War I. He helped General John "Black Jack" Pershing found the Reserve Officers Association in 1922. After military service, Reilly was a journalist, historian, and lifelong proponent of education.

3. Complete Application:
- Fill out scholarship application form in portal

5. Selection Process:
- ISTS screens applications and provides finalists to ROA
- ROA committee reviews finalist applications and makes final selections
